What has the O-Level Chinese 会话 asked about the environment?
The recalled record for 环保与资源, how far to trust it, and how to prepare the theme without memorising a speech.

In short
From 2019 to 2024, recall sources record 7 O-Level Chinese 会话 questions that we file under 环保与资源 (environment and resources); 4 are confirmed by two or more independent sources. Their subjects are waste, scarce resources, living with nature in a crowded city, and whether rules or habits keep a place clean. None of it comes from SEAB, which lists no oral topics: it is what candidates recall, and it does not tell you what a future paper will hold.

Which environment questions have come up in the O-Level Chinese 会话?
Recall sources name 7 environment questions for the O-Level / SEC G3 Chinese oral (1160 / K320), spread over 5 different years. For 4 of them, two or more independent sources name the same theme; the remaining 3 come from one source each. All of them appear below in date order. Where a wording survives it is printed as the source wrote it, ellipsis included, so trust the theme more than the words.
(Scarcity of natural resources) · one source only.
(Environmental protection (river cleanliness)) · one source only. Theme only; no wording was recalled.
(Food waste) · two independent sources agree. Theme only; no wording was recalled.
(Urban greening) · one source only. Theme only; no wording was recalled.
(The problem of the growing pigeon population) · two independent sources agree.
- 2023 · 环境保护/乱丢垃圾 (Environmental protection / littering enforcement) · two independent sources agree. Recalled wording: “你认为政府在实施条例并严厉惩罚那些乱丢垃圾的垃圾虫,有改善/帮助环境清洁吗?”
(Water conservation) · two independent sources agree. Theme only; no wording was recalled.
The same group also holds 2 rows recalled for the Higher Chinese oral, a different exam with its own format (see the Higher Chinese oral). They are listed separately so they do not inflate the count above:
- 2022 · 护洋行动、提高保护海洋的意识 (Marine conservation & sustainability awareness) · two independent sources agree. Theme only; no wording was recalled.
(Repair culture as a challenge) · one source only. Theme only; no wording was recalled.
How reliable is this list?
Reliable on theme, approximate on wording. No past oral paper has been released by SEAB, so each row was written down after the exam by a candidate, a parent or a tuition centre. 2 recall sources lie behind these 7 rows, and a row counts as corroborated when two of them agree. The years before 2022 rest on a single compiler, and we found nothing at all for 2026. Calling these rows "environment" is our grouping: the syllabus has no topic list or taxonomy. The method and the other themes are on the O-Level Chinese oral topics page.
What do environment questions actually ask?
A judgement, in every case where the wording survives. Each of the 3 recalled wordings asks the student to weigh something: whether a scarcity is a threat, whether a problem is of people's own making, whether penalties have worked. The other rows give only a theme. We sort all 7 into four angles of our own:
- Scarce resources. Water and natural resources treated as a question of survival, not of saving money.
- Waste and litter. What people throw away, and what makes them stop: the 食物浪费 and 乱丢垃圾 rows. The recalled littering question asks directly whether rules and heavy penalties have helped.
- Nature in a dense city. Greenery, rivers and animals living alongside people: the 城市绿化, 河流清洁 and 鸽子 rows. The pigeon question ends by asking whether the problem was caused by people.
- Who is responsible. Running under all of them: one person's effort or everyone's, and education or enforcement. Our topics page puts the group's question as "Whether one person's effort matters, and whether the answer is education or enforcement."
From the syllabus
“考生针对所提供的录像短片,以及主考员的提问,跟主考员进行一段对话。”
The candidate holds a conversation with the examiner, based on the video clip provided and the examiner's questions. The clip sets the scene; the questions ask what you think about it.
How should a student prepare the environment theme?
Our guidance: prepare a position on each angle rather than one speech about the environment. The top band of 附录C reads 能根据话题进行讨论,扩展个人看法,并举例说明 (discusses the topic, extends a personal view and illustrates it), and a memorised speech on recycling does not answer a question about whether fines work. For each angle above, check that the student can say four things in their own Chinese:
- Their answer to the angle in one sentence (say, whether fines or habits do more to keep an estate clean), including where they only partly agree.
- Why, with a second reason rather than the first one said again.
- Something they have seen themselves at home, at school, at a hawker centre or in their estate, with a who, a when and a detail.
- The strongest point against them, and their reply.
Questions worth thinking through (our list, not model answers): is saving water a household's job or a national one, and does one family's effort show up anywhere? Is food waste mainly about portions, habits or attitude? Do penalties change behaviour, or only behaviour while someone might be watching? When animals become a nuisance in a city, whose problem is it? Where a student has a genuine experience (a school project, a clean-up, something at home), that experience is worth more than any fact they could memorise.
The question
As recalled in 2023 (theme corroborated), printed without correction. In English, roughly: do you think the government's rules and heavy penalties for litterbugs have improved or helped keep the environment clean?
A weaker answer
Plan: "Yes. Fines make people scared, so they litter less and the place becomes cleaner." One position, one reason, no example, no other side.
A stronger answer
Plan: "Partly." Grant that penalties deter, with something the student has actually seen. Then the turn: they work where someone might be watching, less so where no one is, with an example from the student's own estate or school. Close on what else would change habits, and why both are needed.
What changed
- The stronger plan answers the question asked (have penalties helped?) rather than a general one about litter.
- It concedes before disagreeing; in our reading, that is how a view gets extended rather than repeated
- Both examples come from the student's own estate or school, the kind of illustration 举例说明 names. The plan is in English on purpose: the Chinese should be the student's, said in the moment.
Two worked 会话 answers in full Chinese, one in the top band and one in the middle, are on a 等级 1 会话 answer beside a 等级 3 one; they use other themes, but the moves carry across to this one. For the habits that hold an answer in the middle band, see common mistakes in the 会话, measured against 附录C.
Common questions
Has the environment come up in the O-Level Chinese oral?
Yes, by recall: 7 recalled 会话 questions in 5 different years, the latest in 2024, with 4 corroborated by two independent sources. SEAB itself publishes no list of past topics.
Do the environment questions ask for facts about Singapore's water or waste?
Not in the wordings that survive. The 3 recalled wordings (2019, 2023, 2023) each ask for a view: on a scarcity, on a nuisance, on penalties. In our reading, a position and an example the student has seen do more work here than figures, and this page deliberately gives none.
Should my child memorise a speech about the environment?
We would not. The recalled questions ask for a judgement on a particular angle, and the examiner follows up. Positions, reasons and real examples transfer to whatever is asked; a memorised paragraph answers one question.
Is the environment likely to be set again?
This record cannot tell you. SEAB lists no topics, and a theme that candidates have recalled before carries no promise about the next paper. Prepare this theme alongside the others.
Why is there no environment vocabulary list here?
Because a word list with meanings is a set of claims about language, and we have not yet sourced and checked one. 附录C asks for 用词丰富、适当 (rich and apt wording); our view is that apt wording comes from words the student already uses.
