How do you give the 口头报告 in the O-Level Higher Chinese oral?

What the syllabus asks for in the report, how its marks are split, and a way to build one in the preparation time.

In short

The 口头报告 is the first half of the O-Level / SEC G3 Higher Chinese oral: after watching a video clip, you give a short report on a given topic, worth 20 marks. The syllabus splits those marks into one score for what you say and one for 语文表达 (language use), so most of the marks go to a clear view backed by examples from the clip. You may watch the clip more than once and take notes while you prepare.

What is the 口头报告 in the Higher Chinese oral?

It is a prepared, one-way report on a topic you are given, using a video clip as the stimulus. It is the first of the two parts of the O-Level / SEC G3 Higher Chinese oral (1116 / K355), which lasts about 20 minutes and is worth 40 marks in all, 20% of the subject. The report itself is worth 20 marks (10%); the 讨论 (discussion) that follows is worth the same.

From the syllabus

“考生必须根据所提供的话题,结合录像短片的内容,呈献一个不超过 2 分钟的口头报告。”

Candidates must give an oral report of no more than the stated length, on the topic provided, drawing on the content of the video clip.

SEAB syllabus K355 (G3 Higher Chinese Language), p.4

Two words in that sentence do most of the work. 话题 (the topic) is what you report on; 结合录像短片的内容 (drawing on the clip's content) is what you report with. A report that retells the clip has used the clip but not answered the topic. A report that answers the topic from general knowledge has answered it without the clip. The descriptors, below, ask for both.

Families who have only met the Chinese oral should note the difference: Higher Chinese has no 朗读短文 and no 会话. The whole paper is this report and the discussion of it. The Higher Chinese oral overview sets the two syllabuses side by side.

How is the 口头报告 marked?

K355 publishes the report's marks as two separate scores: one for the substance of the report, and one for 语文表达 (language use). Each runs in four bands, with 等级 1 as the top band, the opposite of the English oral's numbering. The full band tables are on the Higher Chinese overview, band by band.

口头报告 (substance: relevance, organisation and developing the point)14SEAB syllabus K355 (G3 Higher Chinese Language), 附录C, p.9

So most of the report's marks are for what you say and how it is organised, rather than for 语文表达. Language still counts, and the same language scale is applied again in the discussion. But a candidate who spends the preparation time memorising impressive phrases, rather than deciding what they think and why, is preparing for the smaller share of the marks.

What does a top-band report do, according to the descriptors?

The 等级 1 descriptor for the substance score has three lines. Each one names something a report can be checked against.

From the syllabus

“针对主要信息,提供具体的个人观点,并详尽地加以阐述/说明;有组织地、连贯地发表个人的观点;能够举出相关实例/论据,很好地支持个人的观点(根据录像短片的内容和要点)”

Addresses the main information with a specific personal view, explained in detail; presents the view in an organised, coherent way; gives relevant examples or evidence that support the view well (based on the clip's content and main points).

SEAB syllabus K355 (G3 Higher Chinese Language), 附录C, p.9
  • A specific view on the main point. 具体的个人观点 asks for a position, not a summary. Compare 等级 3, which credits 简单的个人观点 (a simple view) on 部分信息 (part of the information), and 等级 4: 无法说出相关信息 (cannot state the relevant information).
  • Organised and connected. 有组织地、连贯地: the listener can follow where the report is going. At 等级 3 this becomes 稍微有组织地 (only slightly organised).
  • Examples from the clip. The bracket matters: the examples are to come 根据录像短片的内容和要点 (from the clip's content and main points). Your own experience can add to them; the descriptor asks for the clip.

附录C also prints a note on what the report is for, and it depends on the kind of clip.

From the syllabus

“议论性/说服性录像短片的口头报告,主要目标是影响他人所想和所做。说明性/描述性录像短片的口头报告,主要目标是让观众了解自己的想法,并产生共鸣。”

For an argumentative or persuasive clip, the report's main aim is to influence what others think and do. For an expository or descriptive clip, the main aim is to help the audience understand your thinking and share the feeling.

SEAB syllabus K355 (G3 Higher Chinese Language), 附录C, p.9

Our guidance, not SEAB's: decide during preparation which kind of clip you think you have been shown (the syllabus does not say candidates are told). In our reading, a persuasive clip calls for a report that argues and ends by asking the listener to think or act differently. An expository one calls for a report that explains your view and connects it to the listener's own experience.

What can you do in the preparation time?

You can watch the clip more than once and write down points. K355 says so in as many words:

From the syllabus

“在考试前,考生有 10 分钟的时间观看一个录像短片并为口头报告做准备。考生在限定的时间内,可以多次观看录像短片,也可以记下要点。”

Before the examination, candidates have a fixed preparation time to watch a video clip and prepare the report. Within that time they may watch the clip more than once and note down points.

SEAB syllabus K355 (G3 Higher Chinese Language), p.4

For the 2026 O-Level paper (1116), SEAB's instructions to candidates add that the note paper is brought into the exam room, may be referred to during the examination, is not assessed, and is handed in at the end; no more writing is allowed while waiting. SEAB has not yet published candidate instructions for the 2027 SEC paper, so treat that detail as the O-Level practice, not yet confirmed for K355.

How should a Higher Chinese 口头报告 be structured?

SEAB does not prescribe a structure. The one below is OralPrep's, and each step exists because a descriptor names it.

  1. Your position, in the first sentence. Answer the topic directly: agree, disagree, or agree with a condition. This is the 具体的个人观点 the top band asks for, and it tells the examiners what the rest of the report will prove.
  2. Two reasons, each with evidence. Give one reason, then the detail from the clip that supports it; then the second. Signpost them (首先, 其次) so the organisation is clear. In our reading, two developed reasons fit 详尽地加以阐述 better than four listed ones.
  3. One example of your own, if it adds something. A personal or Singapore example can extend a reason. It supplements the clip; it does not replace it.
  4. A close that matches the clip's purpose. For a persuasive clip, end with what you want the listener to think or do. For an expository one, end by connecting your view to the listener.
  5. Stop inside the time limit. The syllabus sets a maximum length. A report that finishes with something left to say also gives the discussion somewhere to go, because the examiners discuss your report.

The question

话题:年轻人应该多参与社区服务。请结合录像短片的内容,发表你的看法。

A sample topic we wrote for this page, not an exam question: young people should do more community service. Give your view, drawing on the video clip.

A weaker answer

我觉得社区服务很好。短片里有很多年轻人帮忙。社区服务很有意义,所以年轻人应该参加。我也参加过社区服务,觉得很开心。

I think community service is good. In the clip lots of young people help. Community service is meaningful, so young people should take part. I have done community service too, and it made me happy.

A stronger answer

我同意年轻人应该多参与社区服务,原因有两个。首先,社区服务能让我们走出课室,真正了解社会的需要。短片里的学生教乐龄人士用手机付款时,才发现原来很多老人家连简单的步骤也觉得困难。其次,社区服务能培养责任感。我中二时参加过学校的组屋清洁活动,从那以后,我再也不随手乱丢垃圾了。所以,我想呼吁同学们从身边的小事做起,每个月抽出一个周末,到附近的乐龄活动中心当义工。

I agree that young people should do more community service, for two reasons. First, it takes us out of the classroom so we see what society actually needs: when the students in the clip teach seniors to pay by phone, they only then find how hard even simple steps are for many older people. Second, it builds responsibility: in Sec 2 I joined a school clean-up of our HDB estate, and I have not littered since. So I'd urge classmates to start small, giving one weekend a month to volunteer at a nearby senior activity centre.

What changed

  • The position comes first and is specific (同意, with two reasons promised): the 具体的个人观点 of 等级 1, where the weaker version stays at 社区服务很好.
  • 首先 and 其次 make the order clear, which in our reading is what 有组织地、连贯地 describes.
  • The first reason rests on a concrete detail from the clip, the second on the speaker's own experience: 相关实例/论据, with the clip in its place.
  • The close asks the listener to act, which fits the aim 附录C gives a persuasive report: 影响他人所想和所做.

The descriptor: “针对主要信息,提供具体的个人观点,并详尽地加以阐述/说明” — SEAB syllabus K355 (G3 Higher Chinese Language), 附录C, p.9

The stronger opening is not longer because it is padded. Every sentence either states the view, gives a reason, or proves one. That is the test to apply to a practice report: for each sentence, which descriptor line is it earning?

What about the 语文表达 marks?

The 语文表达 scale asks for speech that is clear and fluent, accurate in sound and intonation, with rich and apt vocabulary and varied sentences; at 等级 3 it describes speech that 有点犹豫,但还算清楚 (a little hesitant, but still clear), and at 等级 4 speech that is 含糊、断断续续 (unclear and halting). We give no advice on how anything should sound: a teacher or a recording teaches that, not a written page.

From the syllabus

“说话十分清楚、流利;语音准确、语调正确、有变化;词汇丰富、用词贴切、语句有变化”

Speaks very clearly and fluently; pronunciation accurate, intonation correct and varied; vocabulary rich, words apt, sentences varied. (The 等级 1 language descriptor.)

What are the common ways a 口头报告 loses marks?

These are our reading of the descriptors, not a list SEAB publishes. Each one is the lower band's wording turned into a habit you can catch in practice.

  • Retelling the clip. A summary uses the clip but offers no 个人观点. The descriptor rewards a view on the main information, not a description of it.
  • A view with no proof. 等级 4 is a candidate who states a view 但无法阐述/说明 (but cannot explain it). Every reason needs a detail behind it.
  • Ignoring the clip. A well-argued report from general knowledge still misses the bracket in the top descriptor: 根据录像短片的内容和要点.
  • A list instead of an argument. In our reading, five points named in one sentence each are less 详尽 than two developed ones.
  • Running out of time mid-point. K355 sets a maximum length for the report (不超过 2 分钟) and does not say what happens to a report that runs over. Our guidance: plan the close to fit, because in our reading the close is where a persuasive report does its job.

Common questions

How long is the Higher Chinese 口头报告?

K355 sets a maximum, not a minimum: 不超过 2 分钟, in the syllabus's words. The whole oral, including the discussion, lasts about 20 minutes.

How many marks is the 口头报告 worth?

20 marks, or 10% of Higher Chinese. 附录C divides that into a larger substance score and a smaller 语文表达 score, as the table above shows.

Can I take notes and use them in the Higher Chinese oral?

K355 allows notes during the preparation and allows the clip to be watched more than once. For the 2026 O-Level paper, SEAB's instructions also let candidates refer to those notes in the exam room; the 2027 SEC instructions have not been published yet.

Do I have to use the video clip in my report?

Yes. The syllabus asks for a report 结合录像短片的内容 (drawing on the clip's content), and the top-band descriptor asks for examples based on the clip's content and main points.

Is there a set structure for the 口头报告?

No. SEAB publishes descriptors, not a template. The structure on this page (position, two reasons with evidence, a close that fits the clip's purpose) is OralPrep's guidance, built to meet the descriptor wording.
