How the O-Level Chinese oral is marked
附录C is SEAB’s band descriptor appendix, and it is printed in full below — every band, both papers’ worth of criteria, in the syllabus’s own Chinese, with an English gloss beside each. Nothing here is our summary of what the examiner listens for; it is the document itself, because for this paper the exact wording is the entire point.

How is the O-Level Chinese oral marked, in outline?
Two different shapes. 朗读短文 is one 10-mark scale, described by two strands, with four bands. 会话 is two separate 20-mark criteria, each with its own four bands. Together they make up the 50-mark oral paper, 25% of Chinese Language.
It is easy to read those as the same shape because both totals — 10 and 40— get described as “marks out of a scale”. They are not built the same way. 朗读短文 has one number and two descriptions of it; 会话 has two numbers, each with its own description, that are added together. Marking a reading as though it had two components, or marking a conversation as though its two criteria were one, both misread the same appendix in opposite directions.
Does 等级 1 mean the best band or the worst?
For this paper, the best. K320 numbers 等级 1 as its top band — 9–10 marks — and 等级 4 as its bottom, at 1–2. The English paper, K300, numbers the opposite way: its top band is Band 5.
朗读短文: what does 附录C print for each band?
10 marks, 5% of Chinese Language, on four bands described by two strands: 语音和清晰度 and 语速、语调和流利度. Below is every band, exactly as printed.

Read the two strands together and the bands move as one thing, not two: the top band asks for accurate, clear sound and a natural pace with proper pauses. A reading that nails the sound but stumbles on pace does not reach 等级 1, and neither does a fluent reading that is hard to make out.
会话: what does 个人意见和内容的组织 reward, band by band?
个人意见和内容的组织 (Personal opinion and the organisation of content) is worth 20 of the 40 会话 marks — equally weighted with 语文表达和流利度. Its top band asks the candidate to 能根据话题进行讨论,扩展个人看法,并举例说明 — extend a personal view and illustrate it — and to do so 能跟主考员自然、流利地交谈,无需主考员的引导, without the examiner’s prompting.

Half the marks in 会话, in other words, are for having something to say and ordering it well — not for how polished the Chinese sounds. A candidate with excellent Chinese and no opinion is capped on this criterion regardless of how the sentences land; a candidate with a clear, developed view and imperfect Chinese still scores here. A memorised answer cannot supply 个人意见 — an actual personal view — no matter how well it is delivered.
Read down the “prompting” line in each band and a ladder appears:
- 等级 1 (16–20 marks): 能跟主考员自然、流利地交谈,无需主考员的引导
- 等级 2 (11–15 marks): 能跟主考员相当自然、流利地交谈,偶尔需要引导
- 等级 3 (6–10 marks): 在引导下,才能跟主考员进行交谈
- 等级 4 (1–5 marks): 在不断引导下,还是不太能跟主考员交谈
How much the examiner has to pull the conversation along is, in effect, the band. That is a genuinely useful thing to know before the exam, and it is read straight off the appendix rather than inferred.
会话: what does 语文表达和流利度 reward, band by band?
语文表达和流利度 (Language use and fluency) is the second 20-mark criterion — vocabulary, grammar, pronunciation and fluency, judged separately from whether the candidate had something to say.

This is the criterion most tuition practice already targets: vocabulary range, sentence variety, accurate sound, natural intonation. It is exactly half the 会话 mark, not the whole of it — a candidate can be strong here and still sit in a lower band overall if 个人意见和内容的组织 falls short.
Are 个人意见和内容的组织 and 语文表达和流利度 SEAB's own names?
Yes. Those are the exact two criteria names K320 prints in 附录C, each worth 20 marks. There is no third or fourth criterion, and no different split, in the syllabus document.
Common questions
- Is 朗读短文 marked as two separate marks, one for pronunciation and one for fluency?
- No. 附录C sets out one 10-mark scale for 朗读短文, described by two strands — 语音和清晰度 and 语速、语调和流利度. Those are descriptions of a single mark, not two marks, and the syllabus prints no split.
- What are the two criteria 会话 is marked against?
- 个人意见和内容的组织 (Personal opinion and the organisation of content), and 语文表达和流利度 (Language use and fluency). Each is worth 20 of the 40 会话 marks, and the syllabus weights them equally.
- Does 等级 1 mean the best band or the worst?
- The best, for this paper. K320 — the Chinese syllabus — numbers its top band 等级 1, worth 9–10 marks in 朗读短文. K300, the English syllabus, numbers the other way: its top band is Band 5. A bare "band 1" means opposite ends of the scale depending which subject it refers to.
- How much of the 会话 mark is for having a personal opinion?
- 20 of the 40 marks sit under 个人意见和内容的组织, equally weighted with 语文表达和流利度 at 20. Its top band asks the candidate to extend a personal view and illustrate it with an example, and to do so without the examiner's prompting.
