What topics have come up in the O-Level Higher Chinese oral?

Fourteen themes recalled by candidates and compilers after the July sittings, what the evidence for each one is worth, and how to use them without guessing.

In short

SEAB publishes no past oral papers, so the only record of the O-Level Higher Chinese oral's topics is what candidates and compilers recalled afterwards: we hold fourteen themes from 2022, 2023 and 2025, seven of them recorded by two independent sources. In that record, technology and digital life is the largest family (three themes, all corroborated). These are themes to prepare views on, not a forecast of the next paper.

Where do these Higher Chinese oral topics come from?

From recall, not from SEAB. SEAB does not publish past oral papers or video clips, so every topic below is what someone wrote down after the exam: a tuition centre's compiled list, or a compiler's blog. We call that evidence what it is. A theme is corroborated when two independent sources agree on it, and single-source when only one records it. Single-source themes are indicative only.

Two limits apply to every row. First, the sources give themes, not question wording, so we show none: inventing a plausible question would defeat the purpose of the record. Second, the sources do not separate the 口头报告 topic from the clip it was set with, so read each row as "what that day's paper was about".

From the syllabus

“个人、家庭、学校、生活、社会、国外事件”

The range the syllabus gives for the oral: the self, family, school, daily life, society, and events abroad.

SEAB syllabus K355 (G3 Higher Chinese Language), p.6, 试卷蓝图

That published range is the only official statement of what the topics may cover. It is wider than the recalled record: none of the fourteen themes below is recorded as being about a specific event abroad.

How much is recalled for each year?

Recalled Higher Chinese oral themes by year (our corpus, re-counted 10 Oct 2026)
YearThemes recalledSource
20225 (2 corroborated, 3 single-source)
20235 (all 5 corroborated)
2024None found
20254 (all single-source)
2026None found yet

The gaps are shown, not hidden. We found no Higher Chinese recall for 2024 or 2026 (collection ended in September 2026). The record is also thin at source: every Higher Chinese row rests on one or both of the same two publishers, so "corroborated" here means those two agree.

Which themes have been recalled?

Grouped below by theme family. The families are OralPrep's clustering of the recalled record, the same one used on the recalled O-Level Chinese oral topics page; SEAB publishes no topic taxonomy. Each theme is printed as the source recorded it, with our English meaning.

科技与数码生活 (technology and digital life)

  • 科技对现代生活的影响: the impact of technology on modern life. 2022, corroborated.
  • 机器人能解决人手不足的问题: robots can solve the manpower shortage. 2023, corroborated.
  • 玩手机游戏弊大于利: mobile games do more harm than good. 2023, corroborated.

环保与资源 (the environment and resources)

  • 护洋行动、提高保护海洋的意识: action for the oceans and awareness of marine conservation. 2022, corroborated.
  • 修复文化面临的挑战: the challenges facing a culture of repairing things. 2025, single-source.

学校生活与未来出路 (school, study and future paths)

  • 动力比起天赋对于达到目标更重要: drive matters more than talent in reaching a goal. 2022, single-source.
  • 创业计划有助于学生为未来做出更充分的准备: entrepreneurship programmes prepare students better for the future. 2022, single-source.

传统与文化传承 (tradition, heritage and change)

  • 现代年轻人庆祝特别节日越来越商业化: young people's celebration of festivals is becoming more commercial. 2023, corroborated.
  • 保留历史铁路遗迹: preserving historic railway sites. 2025, single-source.

安全与治安 (safety and public order)

  • 治安与公民责任: law and order and civic responsibility. 2025, single-source.
  • 学校急救培训: first-aid training in schools. 2025, single-source; the source lists it as an alternative theme for the same day as preserving historic railway sites, and we cannot tell which is right.

品格与价值观 (character and personal values)

  • 快节奏社会对人们关爱精神的影响: how a fast-paced society affects people's care for others. 2022, single-source.
  • 太多规律会限制自由: too many rules restrict freedom (the source wrote 规律, not 规则; we print it as recorded, and "rules" is our reading of it). 2023, corroborated.

运动、课外活动与毅力 (sport, CCAs and perseverance)

  • 在新加坡推广残障人体育运动的重要性: the importance of promoting para-sports in Singapore. 2023, corroborated.

What do the recalled Higher Chinese themes have in common?

Our reading, with the caveat that the wording is a compiler's summary: most themes are social questions with more than one side, and six of the fourteen are recorded as a claim to agree or disagree with ("mobile games do more harm than good", "too many rules restrict freedom"). That fits the syllabus's note that a report on an argumentative or persuasive clip aims to change what the listener thinks and does. In our reading, it is also why a report that only describes the clip falls short: a claim asks for a position.

One theme names Singapore outright (para-sports in Singapore). Our guidance: a candidate who can bring a Singapore example to a social question has material for both halves of the paper.

How should you use these topics to prepare?

As practice material, not as a shortlist. The paper is worth 40 marks (see the Higher Chinese oral overview), and neither half rewards a memorised speech: the 口头报告 descriptors ask for examples from the clip you are shown on the day, and the 讨论 that follows is built on what you actually said.

And keep the published range in view. The recalled record contains nothing about family life or events abroad, but the syllabus range includes both; a gap in recall is not a gap in what may be set.

Common questions

Does SEAB publish past O-Level Higher Chinese oral topics?

No. SEAB publishes no past oral papers or clips. Every topic list in circulation, this one included, is recalled by candidates or compilers after the exam.

Which Higher Chinese oral topics have been recalled most?

In the record we hold, technology and digital life is the largest family (three themes, all corroborated), followed by the environment and resources (2); school, study and future paths (2); tradition, heritage and change (2); safety and public order (2); character and personal values (2); and sport, CCAs and perseverance (1). That describes past recall only; it says nothing about what will be set next.

Are the Higher Chinese oral topics the same as the Chinese oral topics?

No. They are separate papers with their own clips, and the themes recalled for each differ. The Chinese oral's recalled topics are on the Chinese topics page.

Why are there no topics for 2024 or 2026?

We found no Higher Chinese recall for 2024 or 2026 when we collected the record in September 2026. We show the gap rather than fill it.
